ETC re-setup and setup certificate — independent reference

An independent neutral reference covering when ETC re-setup is required, cost and duration, the role of the ETC setup certificate, how to recover the OBU management number, and how the official MEISAI Inquiry Service and ETC Mileage registrations are affected.

Short answer

ETC re-setup updates the OBU's registered information when the license plate or vehicle changes. The typical cost is 3,000–5,000 yen, takes ~30 minutes, and can only be performed at a registered ETC setup shop. The ETC setup certificate is issued at setup / re-setup time and is generally NOT re-issued if lost. JTR is an independent service that organises ETC usage statements from a MEISAI-registered account into a daily PDF + CSV.

※ Cost, duration, and required documents vary by shop, vehicle, and circumstances. JTR does not perform ETC setup or re-setup.

When ETC re-setup is required

ETC re-setup is required whenever events cause the OBU's registered vehicle information to no longer match the actual vehicle. Common cases:

EventAction
License plate changedRe-setup required (includes regional-plate changes and address moves)
ETC OBU moved to a different vehicleRe-setup required
Bought a used car with an ETC OBU already installedRe-setup required (previous-owner info remains)
Added a tow bar / vehicle class changedRe-setup required
Registered owner changedRe-setup may be required because the vehicle registration certificate changed
Replaced the OBU itself with a new unitNew setup (not re-setup)
Only the ETC card changed (same OBU, same vehicle)Re-setup not required

Continuing to use ETC without re-setup may cause the gate to not open, incorrect toll calculation, missing ETC discounts, and missing ETC Mileage credit.

How re-setup works

  • Where:Only at a registered ETC setup shop (dealers, auto-parts stores, vehicle service shops). DIY is not possible.
  • Typical cost:3,000–5,000 yen, depending on the shop. The fee combines the shop's labour and an ITS-TEA information-issuance fee (ETC: ~500 yen, ETC 2.0: ~650 yen, pre-tax).
  • Duration:Around 30 minutes, subject to shop traffic.
  • What to bring:Vehicle registration certificate (shaken-sho), ETC OBU, ETC card (optional), driver's licence, setup application form (often filled in at the shop).
  • Dealer vs. shop:No major cost or time difference. Using a shop you already work with is the practical choice.

The role of the ETC setup certificate

The ETC setup certificate is issued at the time of setup or re-setup by the registered shop. It lists the OBU management number, vehicle information, and setup date. It is used as the reference document for the OBU management number when registering for the MEISAI Inquiry Service or the ETC Mileage Service.

If you lose the setup certificate

The ETC setup certificate is generally NOT re-issued if lost (per NEXCO operators and registered-shop guidance). When lost, the practical recovery path is not to obtain a replacement document but to confirm the underlying OBU management number through alternative sources.

How to confirm the OBU management number

1. Label on the OBU body

A sticker on the OBU body usually shows the 19-digit OBU management number.

2. Manual / warranty / box

The original documentation and packaging often print the number.

3. Customer copy of the setup application

The copy you received at setup / re-setup time lists the number.

4. Voice-prompt / display-equipped OBUs

Some models read out or display the number. See the model manual.

5. Navigation screen on integrated OBUs

Some car-nav-integrated OBUs show the number on the navigation screen.

6. Ask the registered setup shop

If none of the above works, ask the shop that performed the original setup. They may retain a record.

※ Model-specific procedures vary; see each manufacturer (Panasonic / Mitsubishi Electric / Denso / Furuno) directly. JTR has no business, capital, partnership, certification, or data-integration relationship with these manufacturers.

Service-side updates after re-setup

Re-setup updates the OBU's vehicle information. Related services must be updated to match.

  • ETC利用照会サービス:Update the registered vehicle and OBU management number. Toll records during any mismatch period may not reflect correctly on the service.
  • ETCマイレージサービス:Update the vehicle information and OBU management number. Using the service with stale information may prevent mileage credit.
  • Corporate ETC:Update internal corporate-card / vehicle-management ledgers in parallel.

This is an independent reference and does not perform ETC re-setup. Re-setup can only be performed at a registered ETC setup shop (dealers, auto-parts stores, vehicle service shops). Cost, duration, and required documents vary by shop, vehicle, and circumstances. Whether the ETC setup certificate can be re-issued is determined by the official guidance and the registered shop's operating policy. JTR has no capital, business, official-app, certified-partner, or data-integration relationship with ITS-TEA, ORSE, expressway operators, ETC OBU manufacturers, any specific setup shop, the ETC Mileage Service office, the National Tax Agency, or any licensed tax advisor.
