About the ETC Setup Certificate
When your ETC on-board unit is set up, a setup certificate is issued. This certificate contains important information including the unit management number, vehicle number, and vehicle class. Please keep this certificate safe as it contains information needed for Japan Toll Receipts registration.
If you have lost your setup certificate, please contact the shop where the setup was performed.
Why Proper ETC Setup Matters
To receive accurate ETC usage details and toll receipt reports, the ETC card, onboard unit number, vehicle number, and driving history must match correctly. Incorrect setup may affect:
Key Points from NEXCO Terms of Use
According to NEXCO ETC Terms of Use (Article 4), when setup information changes, re-setup must be performed promptly. Continued use without re-setup may result in incorrect vehicle class toll calculation and additional charges. It may also affect ETC Usage Inquiry Service and Mileage Service registration.
ETC Pre-Registration System
New ETC unit setup requires online pre-registration. After completing pre-registration, you receive a QR code. Take this QR code to an authorized setup shop (Autobacs, Yellow Hat, dealership, etc.) to complete your ETC setup.

Try the Free Plan First
We are confident that once you try our service, you will appreciate the value it provides. That is why we recommend starting with the free weekly report plan first.
The free plan alone provides tremendous value. Receiving your weekly ETC usage summary by email — this is a first-of-its-kind service in Japan. No more manual logins. We organize, consolidate, and deliver a detailed analysis report directly to your email.
We never pressure you to upgrade to the paid plan.
Once you are familiar with the service and happy with the weekly reports, then you can decide if you need more frequent reporting. If you need daily reports or monthly consolidated reports, consider Daily Plus (priced per tracked ETC card — ¥300 first card + ¥250 each additional, up to 10, before tax). But for many customers, the free weekly report alone provides significant time savings.
A first in Japan: A free service that automatically organizes, analyzes, and delivers detailed ETC toll usage reports by email. Built to save your time.
How to Use & Register for the Official ETC Inquiry Service — 5 Items You Need
To register a new ETC Usage Inquiry Service (MEISAI) (ETC Inquiry Service) account, have these five items ready. This is the official requirement of the publicly-operated MEISAI service, separate from your Japan Toll Receipts account. JTR is an independent layer that organizes the data MEISAI publishes — it does not replace MEISAI registration.
- ETC card number
- Email address
- A drive date with that card (within the last 15 months for credit/personal cards, or 62 days for corporate cards)
- License plate (last 4 digits) of the vehicle used on that drive date
- On-board-unit (OBU) management number — 19 digits
Reflection latency
After registration, statements may take ~4 hours to appear.
Data retention
Roughly 15 months of usage records are viewable and downloadable as PDF.
Auto-disconnect risk
After 450 days of inactivity, the MEISAI side auto-cancels the account.
450-day rule — practical points to confirm
- • The 450-day clock is run by the ETC Usage Inquiry Service (MEISAI) inquiry service. JTR cannot control, override, or extend it.
- • If you do not drive frequently, log into ETC Usage Inquiry Service (MEISAI) periodically to confirm your account status.
- • ETC Usage Inquiry Service (MEISAI)'s own dashboard shows the most accurate countdown information.
- • If the account is auto-cancelled, follow ETC Usage Inquiry Service (MEISAI)'s published re-registration flow to restore access.
- • JTR is an organising / delivery layer used alongside ETC Usage Inquiry Service (MEISAI) — it does not replace MEISAI's account management (including the 450-day rule).
※ Complete the main registration within 3 days of the provisional email. Credit/personal and corporate cards cannot be mixed on one user ID. Always confirm the latest official terms on the ETC Usage Inquiry Service (MEISAI) site.
Customer Responsibility & Our Role
Japan Toll Receipts relies on information provided by the customer. Customers are responsible for ensuring that the ETC card, onboard unit, license plate, and usage date information are accurate and authorized.
We do not independently verify shaken data, vehicle ownership, or official ETC setup status. If information does not match the official system, registration or report automation may not work.
Many drivers may not be fully aware of their ETC setup details. Some vehicles may have outdated setup data. Please confirm your ETC setup is accurate.
