Overview
For business, government, and military fleets, the monthly ETC bill alone makes it hard to tell which vehicle each card was actually used in, leaving possible misuse undetected for weeks. The Authorized Vehicle Monitoring feature in Japan Toll Receipts (JTR) is an independent organising service: maintain an authorised vehicle list per ETC card, and JTR cross-checks each next-day MEISAI record against that list. Out-of-list activity is surfaced as "needs review" / "possible" for an authorised reviewer — never auto-blocked, never auto-judged. Dispatchers, accounting, procurement, internal audit, and command staff can act on the next-day review rather than a month-end surprise.
