Japan Toll Receipts (JTR) is an independent organising service that recognises JSDF (Y), USFJ (A / E), diplomatic (外), and civilian plate families separately, routing out-of-list usage to a manager-review queue worded only as "possible mismatch · needs review". A retrieve-and-deliver architecture means no permanent toll-data store, simplifying audit / compliance / procurement posture. JTR is not an official government, military, or NEXCO service; it supports each organisation's internal-rule review process.
