How many ETC cards do you want to track?
Early Access members start with a 1-Year Premium Trial. After the trial, the account automatically switches to the free Free Weekly plan. If you continue on a paid plan, this card-based Early Access rate stays in effect under the program terms. Available to the first 100,000 Early Access members. Standard pricing may apply to those who register after the Early Access period.
Prices are shown before tax. Consumption tax (10%) is calculated separately and the tax-included total is shown. During the 1-Year Premium Trial, JTR service fees are ¥0. Toll charges are not included and remain the responsibility of the ETC card holder or organization.
After the 1-Year Premium Trial, accounts move to Free Weekly automatically — billing applies only if you choose a paid upgrade. If you upgrade, billing is based on active tracked ETC cards: a card becomes billable for the month once JTR successfully verifies it and begins checking or delivering reports for that card, even if the report shows no toll usage.
JTR-generated emails, summaries, classifications, and organized reports are not receipts, usage certificates, or qualified invoices. Any attached usage certificates or usage-detail files are obtained from the ETC Usage Inquiry Service. Acceptance for expense reimbursement depends on the rules of your employer or organization.

If you are an individual military member, SOFA/MOFA member, contractor, public servant, or government employee using ETC for personal travel, commuting, or family use, please choose the Personal plan instead. Personal supports up to 10 ETC cards.

The government reality
When tolls are waived, oversight still matters.
In Japan, tolls on official government and military vehicles may be waived or settled through official processes — your organization may never pay the invoice. But that does not mean misuse is not happening. Someone should still review activity and match it against an registered vehicle list.
Manager authority
Even if nobody is paying, managers should still have the power to review where cards are being used.
Misuse still happens
A waived bill does not mean unauthorized use or improper vehicle assignment is not happening.

Early Access Program terms
- Your 1-Year Premium Trial is provided at no charge — Early Access pricing begins only after the trial ends.
- Early Access card-based pricing applies under the Early Access program terms for the first 100,000 Early Access members. After the trial, accounts move to Free Weekly automatically and any paid upgrade is optional.
- Pricing is based on the number of active tracked ETC cards each month.
- Early Access pricing is non-transferable and applies only to the original registered account or organization.
- Japan Toll Receipts may remove Early Access pricing if an account is canceled, deleted, inactive for an extended period, used fraudulently, or violates the Terms of Service.
- For organizations, JTR handles the underlying ETC Usage Inquiry Service connection structure — you simply choose how many ETC cards to track.
The Early Access Program remains available until the first 100,000 members enroll or the initial launch period closes, whichever comes first.
Pricing FAQ
How is Government pricing calculated?+
Government uses the same Organization pricing as Business — priced per active tracked ETC card. ¥1,980/month includes up to 5 cards; cards 6–500 add ¥250 each; cards above 500 add ¥200 each — up to 60,000 cards.
Do tolls get waived for official vehicles?+
In some cases official tolls may be waived or settled through agency processes — but oversight still matters. JTR helps you review activity against an registered vehicle list. JTR is an independent service and does not pay tolls or determine misuse.
Can Business and Government organizations onboard all cards during the trial?+
Yes. Business and Government Early Access accounts can use the 1-Year Premium Trial to onboard their organization structure, MEISAI connections, ETC cards, groups, locations, report recipients, and reporting workflows before billing begins.
What happens after the 1-Year Premium Trial?+
After the trial, your account continues on Free Weekly unless you choose a paid plan. Early Access members who continue on a paid plan keep their card-based Early Access pricing under the program terms. During the trial, Premium access is provided at no charge. If you upgrade, billing is based on the number of active tracked ETC cards each month.
Do Early Access members keep this pricing?+
Yes. The first 100,000 Early Access members keep their card-based Early Access pricing for the life of their account under the Early Access program terms when they continue on a paid plan. Customers who join after Early Access may be offered standard pricing.
Does the free trial mean tolls are free?+
No. The trial applies only to JTR's service fee. Toll charges remain the responsibility of the ETC card holder or organization. JTR is an independent service and is not affiliated with NEXCO, the ETC利用照会サービス (MEISAI), or toll-road operators.
