Does JTR block ETC cards or stop vehicles?
No. JTR does not block cards, stop vehicles, or make legal determinations. It's an early-warning and review tool — your managers make the call.
How is Personal different from Business / Government?
Personal is a lite version: 5–10 vehicles, manual entry, simple alerts, no review queue. Business and Government get the full registry with hierarchy, review queue, and exports organized for review.
What's the wording for exceptions?
Exceptions are labeled "needs review", "possible unauthorized use", "possible setup mismatch", or "exception" — never "confirmed fraud".
